Domestic vs Cross-Border Sellers on TikTok Shop
The advantages of being a domestic seller on TikTok Shop: individual sign-up, local shipping and returns, simpler paperwork, and how cross-border differs.
Quick summary (TL;DR)
- A domestic seller on TikTok Shop is registered in the same country as its buyers; a cross-border seller is a business based in another country that sells into that market through TikTok's cross-border channel.
- The main advantages of being a domestic seller are that you can register as an individual, ship and accept returns locally, and get paid into a local bank account with local tax forms.
- In the US, TikTok's own shipping manual says cross-border orders are not permitted on the US platform, so foreign businesses selling to US buyers still need stock that ships from inside the US.
- In the UK, TikTok's cross-border guidelines accept only companies, not private individuals, and require a UK return location and an invitation code.
- For a beginner with no company, the domestic route in the country where you live is usually the only realistic one.

The main advantages of being a domestic seller on TikTok Shop are that you can register as an individual, ship and take returns inside your own country, and get paid into a local bank account under familiar tax rules. A domestic seller on TikTok Shop is a seller registered in the same country as its buyers; a cross-border seller is a business based elsewhere that sells into that market through TikTok's separate cross-border channel.
For most beginners the choice is already made by where you live and whether you own a company. This guide explains the difference, what each route requires as of 2026, how shipping and paperwork compare, and when cross-border selling makes sense. Rules below are for the US and UK; other markets set their own.
What is the difference between a domestic and a cross-border seller?
A domestic (local) seller is registered in the market it sells to, with local ID, address, tax and bank details. A cross-border seller is a company registered in another country that has been accepted to sell into that market.
TikTok's general seller requirements say you must reside in the country you choose for your shop. That rule is what makes the domestic route the default. Cross-border selling is the exception, built for established businesses, and it runs through a different registration path (TikTok calls its portal Global Selling).
| Domestic seller | Cross-border seller | |
|---|---|---|
| Who can register | Individuals or local businesses (US and UK) | Companies only, in the UK guidelines we checked |
| Where you're registered | The market you sell to | Your home country |
| How you sign up | That market's Seller Center | TikTok's cross-border channel, often by invitation |
| Where orders ship from | Inside the market | Inside the market for US buyers; UK requires a UK return location |
| Documents | Local ID, address proof, local tax number | Home-country incorporation papers, representative ID, possibly a VAT number |
| Best fit | Beginners and small local brands | Established brands expanding abroad |

What are the advantages of being a domestic seller on TikTok Shop?
Domestic sellers get the simplest setup: individual registration, local shipping and returns, local payouts and fewer document hurdles. For someone starting small, those advantages matter more than any feature difference.
1. You can start as an individual
In the US you can register as an Individual seller if you're at least 18, live in the US, and provide a valid US ID, proof of address, the last 4 digits of your SSN or an ITIN, a bank account and a W-9. In the UK, sole traders aged 18 or older can register too. Cross-border registration in the UK, by contrast, is closed to private individuals.
2. Shipping deadlines are realistic
TikTok's US Fulfillment Policy expects regular orders to be marked In Transit within 2 business days of reaching Awaiting Shipment and Delivered within 6 business days. Those clocks are built for parcels that travel inside the US. A domestic seller shipping from home or a local warehouse can meet them; a parcel crossing an ocean can't.
3. Returns stay local
UK domestic sellers must ship all items domestically and accept all returns domestically. That sounds like a rule, but it's also a convenience: returned items come back to you, not to a warehouse abroad. We cover who pays for return shipping and the time windows in TikTok Shop's return policy for sellers.
4. Money and tax paperwork are familiar
Domestic US sellers are paid into a US bank account in the registered name and file a W-9, the same form many freelancers already know. There's no currency conversion between your sales and your bank, and no foreign VAT or customs registration to manage for your home market.
5. Fewer extra documents
A UK cross-border applicant may have to provide a certificate of incorporation from its home country, a bank statement or utility bill issued within the past 90 days, a representative's ID plus a photo holding it, a VAT number if liable, and an invitation code. A domestic individual provides personal ID and address proof instead.
Can you sell on TikTok Shop US from outside the US?
Not as an individual. TikTok's US Individual route requires you to live in the US, and US business registration requires a primary business address in the US and US-issued ID for owners and representatives.
There's a second barrier. TikTok's US Seller Shipping manual states that it applies only to local-to-local (domestic) logistics and that cross-border orders aren't permitted on the US platform. In practice, a foreign company that sells to US buyers through TikTok's cross-border channel still has to ship those orders from inside the US, for example from a US warehouse.
What changes often is the fine print: which logistics options are allowed, which categories are open, and whether an invitation is needed. TikTok adjusted US shipping rules several times in early 2026. If you're a foreign business, check the current requirements directly in TikTok's Global Selling portal and with your account manager before you buy stock, rather than relying on agency blog posts.
Beware of borrowed identities
Some sellers offer to "rent" a US or UK identity or company so a foreigner can register as domestic. Registration details must match real, verified documents, and TikTok audits accounts after registration, so this risks losing the shop and any money held in it.
How do shipping, payouts and support compare?
Domestic and cross-border sellers in the same market follow the same delivery deadlines and performance targets; the difference is how hard those targets are to meet from where your stock sits.
US performance thresholds in the Fulfillment Policy include a late dispatch rate where enforcement can start above 10%, an on-time delivery rate of at least 80%, a valid tracking rate of at least 95%, and a seller-fault cancellation rate of no more than 2.5%. A cross-border business that keeps stock in a US warehouse can meet those, but it pays for warehousing and inbound freight before it makes a sale.
Payouts follow a settlement period that starts on delivery, not on the order date. New US sellers begin on a 31-day period, which can shorten to 8, 5 or even 1 day as the Shop Performance Score improves. The full payout picture, including bank setup, is in how to get paid from TikTok Shop.
When does cross-border selling make sense?
Cross-border selling makes sense for an established company that already has products that sell, money for inventory abroad, and someone to handle local returns and customer service in the target market.
Signs it may fit you:
- You already sell successfully at home and want a second market, not a first business.
- You can fund stock in the destination market before the first order arrives.
- You have a local return location, which the UK cross-border guidelines require.
- You can handle VAT, customs and import duties. The UK registration policy says sellers accept liability for import VAT and customs duties when goods first enter the UK.
Signs it doesn't:
- You're testing your first product.
- You don't have a registered company.
- You were told you can "dropship from abroad" to US buyers on TikTok Shop. The US shipping manual says cross-border orders aren't permitted.
Can a domestic seller expand to other countries later?
Yes, through each market's own rules. Expanding usually means meeting the next market's registration and fulfillment requirements, not flipping a switch.
One documented example: TikTok's UK registration policy lets eligible UK sellers expand to EU markets after registering in the UK, fulfilling from a UK warehouse or from warehouses in the EU, with each new EU shop going through its own probation period unless the UK shop has already graduated.
How many shops one person or company may register is a separate question with its own limits, so check the current rule for each market before you open a second shop.
Which route should a beginner choose?
Register as a domestic seller in the country where you live and pay tax. It's open to individuals, the paperwork matches documents you already have, and it's the only route most beginners qualify for.
| Your situation | Realistic route |
|---|---|
| You live in the US, no company | US domestic seller, Individual registration |
| You live in the UK, sole trader | UK domestic seller |
| You live where TikTok Shop doesn't run | No domestic route yet; check whether your country has its own Seller Center |
| Established foreign brand with stock and logistics | Cross-border, through TikTok's Global Selling channel |
Domestic status removes friction, but it doesn't create sales. New shops still need products people want, videos or creators to show them, and several weeks of testing. Results depend on your product, content and execution, and many first products don't sell. The registration steps themselves are in how to sell on TikTok Shop.

Frequently asked questions
What is a domestic seller on TikTok Shop?
A domestic (or local) seller is registered in the country where it sells, using that country's ID, address, tax and bank details, and ships orders from inside that country. In the US that means registering through the US Seller Center.
Can I sell on TikTok Shop US from another country?
Not as an individual. The US individual route requires you to live in the US, and US business registration requires a US business address and US-based representatives. Foreign companies use TikTok's separate cross-border channel and must still fulfill US orders from inside the US.
Do cross-border sellers have to be a company?
In the UK, yes. TikTok's UK cross-border registration guidelines say private individuals can't register as cross-border sellers and the business must be incorporated in its resident country.
Is domestic or cross-border better on TikTok Shop?
Neither is better in general. Domestic is simpler and open to individuals; cross-border suits established companies that already have stock, logistics and a local return address in the target market.
